| Portland Cement Association named Thomas
J. Gibson as senior vice president, government affairs. He will head PCA’s
Washington office and represent the Association and its member companies
before Congress, the Administration, and The White House.
Gibson
comes to PCA with a wealth of experience in politics and environmental
affairs including roles with government agencies, on Capitol Hill, the
armed forces, and as an advisor to and within the private sector. Most
recently he served as chief of staff for the U.S. Environmental Protection
Agency.
Previously, Gibson was the associate administrator for the EPA’s
Office of Policy, Economic and Innovation. Additionally, Gibson worked
as majority deputy staff director and majority counsel from 1995-2001
for the U.S. Senate Committee on Environment and Public Works. From 1993-1995,
Gibson served private-sector clients in judicial, regulatory, and legislative
affairs with Don Clay Associates, Inc. He was with the EPA previously
for two years as a congressional liaison specialist and the Raytheon Company
for five years after service in the U.S. Navy from 1979-1985.
Gibson graduated magna cum laude from Georgetown University where he received
his J.D. He holds a M.S. in marine affairs from the University of Rhode
Island and a B.S. in naval architecture from the United States Naval Academy.
