PCA Promotes Hubbard to Staff

WASHINGTON, D.C.--Portland Cement Association named David S. Hubbard as staff vice president, legislative affairs. Hubbard, formerly PCA’s director of legislative affairs, has represented the interests of the cement industry on Capitol Hill for the past 16 years. Hubbard’s areas of responsibility include federal legislation on transportation issues as well as appropriations for highway, bridge and airport construction. He is also responsible for other infrastructure legislation, such as funding for the Army Corps of Engineers, dam construction and rehabilitation, water resources, and public buildings projects. Hubbard has received awards from the National Watershed Coalition and the Association of State Dam Safety Officials for his leadership in helping to secure passage of the Small Watershed Dam Rehabilitation Legislation. In addition, Hubbard is also the treasurer of PCA PAC, the Portland Cement
Association political action committee. Hubbard received his B.S. from Castleton State College in Castleton,
Vt. and earned a Masters of Public Administration from American University
